You may need both

Listening tells you when narratives move. Insight tells you which lived experiences to design around. Collapsing them into one RFP usually produces a tool that does neither job excellently for regulated deliverables.

A simple buying test

Ask each vendor to produce, for one therapy area, a ranked list of unmet needs with frequencies and linked verbatims. If that takes weeks of analyst labour after the platform “works,” you bought monitoring — not insight delivery.
